Authorities must publish speed camera data in full

The government's proposals to make information about speed cameras available to the public in 2011 have been welcomed by the Association of British Drivers (ABD).
However, the ABD has asserted that the government must ensure that the data provided is both detailed and accurate.
ABD chairman Brian Gregory said that getting raw data out of "elusive partnerships" can be difficult.
"Any data grudgingly released is invariably missing vital information or spun in a misleading fashion. This cannot continue," he added.
Mr Gregory went on to say that the public will only be able to see exactly what effect an individual camera has had when they are armed with the full information.
One of the things that the ABD thinks camera partnerships should be forced to reveal are the full details of casualty and accident data per billion vehicle kilometres at each camera site five years either side of installation.
The Department for Transport has said that it will work with the police, local authority representatives and the Highways Agency to discuss what should be published, when and where.
